Challenge sent to Director of Planning for Epping Forest DC to expedite Chigwell Primary Academy planning application


Here is a copy of an email sent to Nigel Richardson the Director of Planning for Epping Council today:

Dear Mr Richardson,

RE: Free Yellow Bus Service and S106 Agreement associated with Chigwell Primary Academy (CPA) planning application (EPF/1681/19).

I have been asked to seek your help with getting an expedition of the above mentioned planning application by many users of the yellow bus service, who would lose a very valuable service if the yellow bus does not get the £800,000 promised to them under the initial application for the development of this site.  The subsequent application submitted in August 2019 by the developers honours this original agreement and we are trusting that Epping Forest DC will honour this original proposal.

We have a petition with 80 signatures from local people desperate to see the free bus service preserved:

The Yellow Bus service run by Epping Forest Community Transport a local sustainable travel charity is the only direct public transport link between Chigwell and the rest of Essex.  There are numerous transport links we have to London however, despite being a part of Essex County Council.  Moreover it has been the only direct-route bus service for Chigwell Row children attending West Hatch. If we lose this service the options open are very limited and onerous, and Essex County Council will be left with a large bill to pay for free school entitlement.

Our Parish Councillors made the brave decision to fast-track the yellow bus service to meet S106 Planning obligations and to do this invested close to £150,000 over the last two years, to keep the service running while awaiting the s106 agreement money from CPA's agreement.  

The delay caused by the change in the original application has endangered the future of our bus service, which is soon to become a pay-for service but may not survive on this basis, as inevitably the users of the service are the most vulnerable.  

Our petition has a number of comments from concerned residents including a grandmother who is not yet entitled to a Freedom Pass and grandchildren to school using the bus and will be forced to pay £12 per day for two return journeys.

This service is a vital free service and knowledge of it has grown over the last few months. The project contributes to your agreed priorities for sustainable transport within your local plan.  We would like the preservation of the  free bus service identified as a priority into the current review of the plan.

Moreover, we are appealing to you to expedite planning application (EPF/1681/19) and to grant the necessary £800,000 to continue our free service for a period of 10 years as per the original proposal.

Could you please also explain why a planning application that has received an approval determination, has taken longer than 3 months to process?
